No display but powers up - At a loss Please reply ASAP

New motherboard, CPU, RAM and PSU -- No display.

System seems to boot up, but keeps showing B2 on board...sometimes it will change from B2 to d7 or a2 I think..than back to B2...than it will change to numbers (temperature I assume) which is fine. But mostly is shows the B2 error. This system came in and he said his PSU literally caught on fire. But all main components were replaced. It boots up fine and stays on. After a few minutes, the red lights on the board will go out. Not the main LED indicator lights, but the lights that are on the board just for aesthetics if you know what I mean.

MSI Z270 m7 gaming board, I7 7700K, 1 stick of 8GB Crucial DDR4-2400 RAM installed in the second slot,, MSI gtx 1070

Have tried another monitor, have tried taking out GPU and trying to boot with integrated graphics. Nothing. Have reseated CPU and RAM. The LEDS on the keyboard (caps and Num) seem to change when pressed. Sometimes, but not often, will get a blank black display. At a loss. About to toss it through the window.

Since this post, the issue WAS resolved.
Since then, user updated to windows 10. It worked okay for awhile then blank screen.

We replaced the motherboard (with the same model) thinking there may have been something going on with the slots. After new mobo install - system booted first try to windows. But the graphics drivers were not installed. Installed the latest Nvidia drivers (think it was 390.xx?) asked to restart. Restarted, blank screen.
Switched HDMI to GPU, thinking it was only picking up the GPU at this point since driver install...nothing, blank screen.

The only way I can get diaplay is to connect it to integrated graphics and disconnect the power cables from the GPU. I have read there are some issues with the Nvidia updates and latest windows 10 updates. I have tried changing different options in BIOS , same thing.

MSI GTX 1070 with an MSI Z270 gaming m7 boad i7 7700K

I can't boot with integrated graphics and install the driver for the GPU because it won't install, the installer will just say not detected.
Just took out the battery for a bit to clear CMOS. Installed GPU and powered up. Blank screen.... OS seems to be booting just can't get display.
I'm at a loss and wondering if this is the video card?
