i7 4790K temp issues

Hey, I have recently been having some temperature issues with my i7 4790k and need some help to come to a conclusion on how I should fix it.

Running the CPU at stock speeds with Hyper 212 Cooler in a Fractal Design Define C

My first concern is that I am getting 100 degrees celsius at 100% cpu usage. I thought possibly it could be my case due to it being smaller than what I previously had (Corsair 450D).

The second speculation I have is that the GPU heat is affecting my CPU temps due to it being right under the cpu cooler. When I was running stress tests, stressing the GPU and CPU my temps were hitting 100 degrees but when just gonna the CPU stress test I will only get 70 degrees.

Third concern is the thermal paste I am using (Arctic Silver MX-4) and due to the CPU being 3 years old the thermal paste under the IHS being hard and no longer effective. I was thinking about delidding my CPU and replacing the thermal paste.

Need some help and knowledge from someone that knows more than me!
 
What is your graphics card?

Any cooler or graphics card needs a good source of fresh air to do it's cooling job properly.
If you are only using the supplied stock fans, I would relocate the rear 120mm fan to the front to increase intake.
Whatever air that comes in the front will exit SOMEWHERE, taking cpu and gpu heat with it.

I think it more likely that the cooler has come loose or is unevenly screwed down.
The paste is excellent; time, I think to remount the cooler.
 
I agree that a re-install of the 212 is most likely going to be enough. Odd that it may have shifted. My 4690K's been under a 212 Evo for a couple years now and it's at 26C in a 70C room. It tops out below 70C during gaming. At 100% load it touches 81 momentarily but generally hangs out at 79C.

That is information you need to offer in your original question. Which troubleshooting steps have you tried? A full reinstall qualifies as a troubleshooting step and is obviously relevant.

No, your GFX card shouldn't affect your CPU that much. No clue which card you have. Another piece of info that should be included in your original post. All of your components should be included in the original post.

I have 2 front 140mm fans, 1 top 120mm fan and 1 back 120mm fan.
