Huge bottleneck? can't figure it out..

Hi guys, last week i bought my Gigabyte GTX 1080TI. 2 weeks before that i had to upgrade my i5 4590K processor because my MOBO broke down. i replaced it with an I5 7600K overclocked to 4.8 ghz. Stable at a max temp of 62 when at 100% usage. paired with my old gtx 970. I runs CSGO at 2k easy with 150-200fps. Games like bf1 ran stable at 4K with lowest settings. Now because i wanted to play games at 4k medium-high settings. I bought the GTX 1080TI. Only to get less FPS at games like CS and BF1. BF1 runs tjhe same at ultra and at low. My cpu usage is always on 80-100%. BF1 is just unplayable. Same as CSGO. GPU just sits at 50-80% of usage ata these games.
Yesterday is reinstalled Windows + all the driver that i need. Not a single improvement.
 
Solution
GTX1080ti is clearly stronger than a GTX970.
Windows may install less than optimal graphics drivers.
Have you downloaded and installed the nvidia drivers directly from the nvidia web site?

If so, the only conclusion that I see is that your gtx1080ti is defective.

i5 7600K (4.8 ghz)
GTX 1080TI
MSI Z270 Gaming Plus
8 gb DDR4 2400 mhz
2x SSD
