980ti/980 crashing and poor performance

So recently I've put together a rig from used parts:
6600k at stock
h105i
Z170 Pro4/D3 (flashed to latest Bios)
16GB of some Ripjaws memory which I took from a working build
SSD
HDD
900W Antec PSU
EVGA 980ti

I have installed the latest drivers. (388.71)
I only get about 30-50 fps in pubg on the 'Very Low' Preset
I get 50-70 fps in CS:GO
When I try to run a benchmarking software such as heaven or superposition, the computer crashes (without blue screen) and restarts about 75% of the time. When it does complete it however, the scores are pretty consistent with the performance of other 980tis. As I have stated, I have flashed the bios to the latest firmware and installed the latest drivers.

Some other things of note:
When i launched the Nvidia control panel once, it crashed.
The GPU never maxes out during games.
GPU never goes above 77c.

I can't RMA because I wasn't given the box or receipt with the purchase of the used card.
Any suggestions as to what might be wrong with the card and how I can fix it?

EDIT: Chucked a 980 that i had in there and that showed similar symptoms. That basically rules out the 980ti then...

That's a fairly decent Delta PSU.

Make sure you have TWO cables (not one cable with two connectors) powering the GPU. If that doesn't help resolve it you have to suspect the PSU from the description you've given, or at least that's what I'd target first.

Well the CPU maxes out at 45°C and the GPU maxes out at like 78°C so unless its like the VRMs or mosfets on either the gpu of motherboard then i don't think so. Especially since I'm running everything at stock.
