Unable to Initialize Disk

When I go into Disk Management, my Second HDD (WD Green) is uninitialized and asks if I want to partition it to GPT or MBR. Either one I select ends up in the same response as "The request could not be performed due to an I/O device error."

I have tried using diskpart, and diskpart runs into an error. I tried using minitool partition wizard. No program sees that the disc is there except Disk Management. Any help would be appreciated. I'm on the verge of tossing this hard drive.
