Strange no display boot issue after first successful POST in ASUS ROG Strix B350-F (video attached)

Hi there! I'm building my first PC with the following components.

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor
CPU Cooler: Wraith Spire Cooler
Motherboard Asus - STRIX B350-F GAMING ATX AM4 Motherboard
Memory G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3000 Memory
Video Card EVGA - GeForce GTX 1080 8GB SC2 Gaming iCX Video Card
Case NZXT - S340 Elite (White) ATX Mid Tower Case
Power Supply EVGA - B3 650W 80+ Bronze Certified Fully-Modular ATX Power Supply
Monitor Dell - S2716DG 27.0" 2560x1440 144Hz Monitor

The first POST that I did worked just fine (I did this while having my build outside my PC case and on my motherboard box) and I shutdown the computer on the first screen that showed the CPU and RAM information because I didn't have a keyboard attached at the time that I could use to do any kind of BIOS configuration. I then seated my motherboard into my PC case (NZXT S340 Elite) with the standoffs correctly installed and screwed in.

The next day, a friend of mine wanted me to test his new RAM stick so I removed my 2 RAM sticks and plugged in his RAM. This time when I tried to POST the PC didn't post, i.e. my monitor just remained black. I initially thought that maybe I seated the motherboard incorrectly and it was shorting or that the standoffs were not properly screwed into. So, I removed the motherboard from the case and put it on top of my motherboard box to troubleshoot further.

The symptoms are as follows (shown in this video https://www.youtube.com/watch?v=5ZXZROKiuAA&feature=youtu.be) :

When I turn on the PSU the motherboard lights up with the RGB lights on the Strix B350. Then, when I turn on the computer through the power headers the CPU fan spins up and stays on.
The GPU fans spin for a second and then both of them stop, after 5 seconds only the left fan tries to spin (evga has asynchronous fan control) but it just stutters and can barely spin one full round while doing so, then it stops. After another 5 seconds it does this again. This behavior loops forever.

Here's what I've tried doing:
- Unplugging everything and replugging it in making sure that all the cables were tightly plugged in.
- Clearing the CMOS by jumping the CMOS headers and also by removing the battery.
- Loosening the CPU cooler screwsTaking off the CPU cooler (read on a thread here that that some people were having issues where the cooler was
too tightly screwed in and that was blocking PCI lanes somehow).
- Plugging in the monitor's display port cable into different display port ports in the GPU.
- Using alternate VGA cables from the PSU to the GPU
- Trying only 1 stick of RAM (my RAM that worked for the first POST) in every DIMM slot.
- Reseating the CPU (there are no bent pins)
- I installed a motherboard speaker but I couldn't hear any beeps (tried all 3 speakers I got, none of them made a beep or any sound).
- There are no lights being shown on the board except for the orange power led at the bottom of the board that stays on the whole time.


I've verified that the GPU works fine in a friend's PC. Unfortunately, I wasn't able to test any of my other parts on his build due to compatibility issues.

I'm really confused because the motherboard did POST the first time but now it's not able to do so. When I spoke to ASUS customer support they refused to help me diagnose the issue due to the fact that my RAM is not on the motherboard's QVL list, even though there are several users on the official ROG forums who have the same motherboard as me and the same RAM for whom it's working. I'm bummed because this is my first build ever and I kinda regret going the building my own pc route :( Any help would be much appreciated, thanks!
 
Your motherboard has 4 tiny Q-LED's next to the RAM slots at the top of the board. As your computer boot's, each one should turn on, then off in sequence. If the computer encounters a problem booting it will stop at one of these LED's and it will stay lit. If the problem is your RAM, as Asus suggests, then the DRAM LED should stay lit up when your computer fails to boot.

Thanks for your response! The problem is that none of those LEDs are turning on no matter what I try to do. Just to force the DRAM LED to show up I tried deliberately booting without any RAM installed just now and the LEDs still don't show up.
 

Looking closely at your video, you have your 1 stick of RAM in the wrong slot. It should be located in "DIMM_A2".

I've actually tried the RAM stick in all the 4 slots and it still had the same issue. I've tried inserting both the sticks I have in all the positions and it still results in the same problem :(

I know this is a few months old thread but I'm having the same issue. Did you find a resolution to the problem?
