For those parts specifically it's not a horrible price. Obviously it would be better to save up and spend that 250 on new parts, but if you're tight on budget it's not a bad rig that should last for a few more years if you have a decent GPU.

No GPU? It's not that bad, the 3770k is still no slouch and can make good use of the latest GPU's. However it is about 6 years old at this point.
If you plan on gaming you will need a decent dedicated GPU. The iGPU in the 3770k is not going to be capable of playing most modern games at a tolerable framerate
