Major performance issues

So, for a while now I've been getting really bad performance issues in every game that i play.
Some games I played on the highest settings on a less powerful computer than my personal one
Odd things are happening to my computer that for the life of me i can't figure out
I have a brand new GPU (RX 470 by MSI 4gb version)
Other specs are FX 6300 black edition
8gb ram (unknown maker and hz), it came with the computer
I have 2 drives, one is hdd 1t toshiba and the other is a 120gb ssd samsung evo
And my motherboard is am3+ 970 msi 970A-G46
Also, I game on a 1080p TV
I did every possible check with my hdd to see for bad sectors whatnot, everything came back "excellent condition"
I did not test my GPU, 2 reasons, its new and second is, I dont know how to benchmark, troubleshoot my gpu since I heard bad benchmarks can fry your gear and I'm on a serious budget so I can't afford risks, unless someone smarter than me says some good info
I also don't know how to troubleshoot my motherboard and cpu to see if they are functioning to their full potential

Oh and btw I am also running a fairly newly installed OS, Windows 8.1 64 bit, dont ask why I dont have windows 10, that is a story and a problem for another time, thread.
Just an idea, in some games where i majorly outperform the requirements to play it, i barely get 20-30 fps
I even have FPS drops in games that are a decade old
Oh and I have all the latest drivers (except bios, there is one version newer than what I have but I hardly doubt it would actually fix all my problems )
I suspect a failing computer part, which is fine if I actually knew which freaking part is failing because all this poor performance makes no damn sense regardless what OS you're running and how new or old it is
If anyone needs more info, just ask (if you need some benchmark stats, I will provide them but first provide me with the tools or at least where to get them (for free)

I would download AIDA64 extreme, the trial version allows you to stress test your hardware. Unless the components were defective to begin with, they will not fry or anything of the sort. Do CPU stress test (CPU, FPU and cache for good measure), and do a GPU stress test and RAM stress test individually. Then, do them all simultaneously. If you crash during any one of the tests, then you likely know where your problem is. 5 minutes for each test is probably enough to know if something's defective.

Also, list your temperatures during each of these tests.

My best guess is your GPU, but you'd have to check CPU/GPU usage while gaming.
