PC Turns on for split second then off red CPU LED

Hi i just built a new pc at first it was working fine i started installing windows then it turned off. Now
every time i press power button it just comes on for a split second then turns off again the split second it does power up i see the red CPU light. Strange as it was working for like 20 mins then just started doing this. Only thing thats suspect was the PSU making a whining/ticking noise kinda like that noise old hard drives used to make when stressed but im pretty sure the PSU is fine as it gives power for at least a split second. Only thing i can think of is it overheated in that 20 mins it was working but ive re applied thermal paste and re positioned the cooler still nothing. any help would be appreciated.

Things ive tried:

checking for loose connections
Checked RAM, unplugged first one then plugged back in and unplugged second one, made sure there in the right place
Checked if motherboard/components are touching anything like screws etc.
Re plugged CPU
Cmos battery reset
unplugged gfx card
checked for bent pins (none i could see but its hard to see motherboard pins)
Made sure cpu power cable is in / fan connected to CPU_FAN
Cleaned off thermal paste redone / made sure cooler is tight (there is still some movement though) i can move it with small force left right up down.

Intel Core i7-8700K 3.7GHz (Coffee Lake) Socket LGA1151

Corsair Builder Series CX 750W Modular '80 Plus Bronze' Power Supply

Cooler Master Hyper 212 Evo CPU Cooler

 
Try only PSU+mobo+CPU. If it powers off in that configuration, remove CPU and 8-pin EPS cable (but leave cpu fan connected to mobo) and try again.
Btw, CPU could only overheat in 20 minutes if used without heatsink at all, and even then not necessarily.

I can but i will be gone for a while i suspect as i have to take it out of this PC, brb i guess xD
