I am new to Gaming, and I want to build/buy a gaming rig for under $1,000. I would like to play games at high settings if not ultra. Price point does not need to include monitor, keyboard, or mouse.

This is something along the lines of what you would want. The two additional cores from the i5 would allow you to stream/run background applications if that's something you're into. Most games will run on ultra settings @ 1080p smoothly. Unfortunately it's almost exactly 1000$. You can opt for an i3-8350k and reduce the price to 900$.
