Will the Ryzen 3 1200 bottleneck a 1060 6G? I'll be using 8G of RAM at 3000 mhz and a B350 mobo.

Given the R3 is a quad core without SMT it is akin to a locked i5. Certainly a decent budget option. There is always going to be a little bit unless you have the fastest system possible, but I wouldn't worry about it. When the CPU no longer meets your need you can drop in a shiny new Ryzen 2000 series chip.

I would say the vast majority of games will run quite normally. There are a few poorly optimized games out there that might not work.Those are usually the ones you hear about that don't run well even on expensive systems.

And yes, if your goal was maximum frame rates a low resolution you would need a faster CPU to get outputs like that. If the target is at least 60FPS at 1080p most of the time, it will be fine.
