Bottleneck'ed Please Help.

So i have a very <mod edit> Intel Core 2 Duo E8400 3 GHz Dual‑Core Processor, paired with a gtx 1050ti OC edition. And for some reason I thought i'd be just fine, but obviously i bottlenecked the crap out of my cpu, just the loading screen on Overwatch uses 100% of my cpu. I cant overcloak so is there anything i can do to help my preformance?
-Yes I've made sure my computer is using both cores up to there limit with the parking and unparking.

Yes, that CPU will bottleneck the 1050 Ti and significantly. But more to the point the E8400 doesn't meet the min CPU requirement for Overwatch according to the Game Debate website.

The E8400 is an LGA 775 CPU, the fastest Core 2 Duo is the E8600, you are not much behind that.

So the only thing that I see without replacing the mobo is to see if you could drop a Core 2 Quad into the system, specifically the Q9650. This would get you above the min CPU level and remove the bottleneck. But we would need to know the mobo to see if this can be done.
