Fps stutters with decent rig

I think I know what the problem could be but I want to make sure anyways, my full system specs are right here: https://pcpartpicker.com/list/B3psRG, And my problem is that I can get good fps, 100+ fps atleast and have these little drops and stutters, Which makes my game basically unplayable and it's very annoying. I'm going to be getting an ssd, which is the Samsung 850 pro and A new psu, the Corsair CX Series 650 Watt 80 Plus Bronze. I think the problem is my power supply, it's a very bad power supply and I'm going to get a new one as soon as I can, but if not, What else could it be? Thanks in advance.

1920x1080. Gta V, Medium settings, 30-60 Fps. And it's really choppy. Rocket League Medium-High settings, 150-250 Fps, Fps stutters, very annoying and happens every 5 seconds. Pubg, 60-100 Fps, Low settings, Fps stutters. Battlefield 1, barely passes 60 fps, High settings, Drops lower than 60. Cs:Go, 100 Fps, High settings, No stutters, But I should be getting way higher with my rig. Need for speed, 60- Fps, Low Settings, And drops. I've basically done most stuff and nothing has worked. I went from an fx 8350 to the ryzen 1600 and the best fps increase is around 10. I also did reinstall windows and all that.

Cpu & Gpu both go up and down, Gpu is mostly at 90-100 and the cpu stays at 20-30 but some cores are at %90. The Ram stays around 5-6 GBs while playing and around half of the vram is being used while playing.

& no matter what I'm doing the disk usage is at %100, that's the reason i'm getting the ssd.

When I'm doing nothing, mostly it's at 0-30 but when I'm playing it's just constantly at 100% and I don't get the reason. The ssd should arrive soon and hopefully I see improvements.
