What could be my problem? Any and all help is VERY much appreciated. Seriously have no idea what the issue could be... and yes I know there are many similar posts to this one, but my score is around a thousand lower than those posts who think their score is low. Please let me know if you need more information as well. I'm not very adept at what information is needed to come to a conclusion as to why this issue has arisen.

Solution
Your temps look OK. It seems the CPU is running at far lower performance for some reason. A bench test like Cinebench can zero in on the CPU and confirm this.

Is your PC set to maximum performance in Windows power options? Windows key + change power savings settings
Are there any power savings features enabled in your BIOS settings? Hit CTRL+ALT+DEL to get into the settings. Look for things like power saving or EZ system tuning.

Switched BIOS to Optimal instead of Normal and changed Win7 power settings from Balanced to High Performance.
Also, stopped my startup programs (samsung magician and f.lux) and this is the new cpu score:
https://browser.geekbench.com/v4/cpu/5628433

So one of those things was REALLY slowing down my CPU. I'll test Heaven again and see if that score improves then retest with the bringing back all the settings I changed to see which one had the biggest effect.

Thank you! Thank you! Thank you! You are a God send. This is my new score:

Unigine Heaven Benchmark 4.0
FPS: 179.7

Max FPS: 347.2

I have a meeting to go to. I'll figure out exactly what the issue was and update tomorrow. Seriously though, I was freaking out thinking my new card was faulty. So thanks again for the help!
