Ram running at half speed problem

Hello
So I recently bought a laptop and it has 8 gb ddr3 ram installed.But I found out the windows running very slow while multi-tasking,its even slower than my previous laptop which has 4gb ddr3 ram.

So I looked into System Information which says-

Installed Physical Memory 8.00 GB
Total Physical Memory 7.46 GB
Available Physical Memory 4.38 GB

Also In the Task Manager-Performance Tab its showing-

Speed 667 MHz while its supposed to be 1600 MHz I assume
It also shows Available Memory-4.3GB

I am running Windows 10 64 bit OS
AMD A10 4665 APU is the processor

As You can see I am an amateur,so help me out please.

667 MHz clock speed is actually 1333 MHz effective speed thanks to it being double data rate RAM. So, your RAM is actually running at 1333MHz.
If your RAM is 1600 MHz sticks, that means that 1600MHz is simply what is rated for, not what it will necessarily run at. The speed it runs at is determined by the settings in BIOS and if you can utilize the increased 1600MHz speed.

So you are saying 667 MHz is basically 1333 MHz since two slots of 4GB RAMs are being used?

Its actually a newly installed Windows 10,so should be free from virus malwares
I am running CCcleaner though

I have another laptop which has a 4GB DDR3 RAM, but its speed is being shown as 1333 MHz in taskbar manager,but my new one which has 8 GB (2 4GB DDR3) is showing speed as 667 MHz. If you can clarify that...
