Failed hard drive, how can I install windows on a new one

My hard drive failed and will no longer boot up Windows. When I try to boot, I get a screen that lists my ram setup, USB devices, and sata devices. It then tell me at the bottom that my hard drive status is bad and that it needs replaced.

When I proceed by pressing F1, I get taken to the Windows error recovery where I need to chose "launch startup repair" or "start Windows normally". If I chose launch startup repair, the screen goes black for a second then goes back to the same screen. If I chose start Windows normally, the computer does a quick restart and I have to repeat the same process.

I just bought a new hard drive and I am wondering how I can reinstall Windows on to it. Can I use the previous product key?

Cpu: Intel core i7 920 @ 2.67ghz
Motherboard: MSI x58 pro
Graphics card: ATI (AMD) Radeon HD 5770
Ram: Adata DDR3 12gb (6x2gb)
PSU: Corsair CX 650

I have reinstalled Windows 7 and 10 a total of 6 times in the past 24 months; never had an issue using the same product key that was previously used. I recall at some point years ago I had to call Microsoft and then tell them that the install was for only one computer or something; but outside of that it's pretty painless.
