Don't use FRAPS, it's old crap compared to any modern option available nowadays. What exactly are you looking to record? Games, or just something on the desktop?
Both Nvidia and AMD's software packages include recording tools, but there are also third party options like OBS Studio and DXtory.

nvidia shadow play 3.0+ looks blurry or my eyes just deceives me. I don't know how to make nvidia shadowplay record high quality because the option is hidden.

Not it is not.
Geforce Experience > Settings > Video Capture > Bitrate
If it's default to something too low for you, increase there, but Shadowplay capture is anything but blurry at higher bitrates.
