Overheating and fan slowing down as it gets hotter

Okay this may sound odd but my fan slows down as the cpu core temp goes up. This is of course the opposite of how temperature control should work. I have an HP beats 15 laptop, and as soon as the warranty expired it started over heating and shutting down. I have since cleaned the heat sink and as a temp solution got rid of the dried up thermal paste and used destin diaper paste as my thermal paste since it contains 40% zinc oxide. Now I am trying to figure out how to fix the fan issue and either make it run 100% all the time or figure out how to make it speed up as the temps go up. I am using speedfan this is how I figured out that the fan slowing down as the temps rise and speeds up as it cools down. Any ideas?

Here are two things to try

1. Play with CoolSense:

HP CoolSense (select models only)
HP CoolSense automatically detects when the computer is not on a horizontal surface and
adjusts performance and fan settings to keep the surface temperature of your computer at the
optimum level of comfort.
When HP CoolSense is off, the position of the computer is not detected and the performance and fan
options remain at the factory setting. As a result, the surface temperature of the computer might be
higher than it would be with HP CoolSense on.
To turn CoolSense off or on, follow these steps:
▲ From the Start screen, type coolsense, and then select HP CoolSense

2. Have you updated your BIOS to the latest version or checked bios fan settings?

You know I thought that as well but in all that would just change the polarity of the fan causing it to spin backwards.

Not necessarily if the fan were PWM. PWMs usually have at least 3 terminals.
