Mouthed board or CPU issues? Need a little help.

So my friends been having some issues with his pc I’m not 100% on what could be the issue all that I’ve seen is the mouthed board lights up red and the fans/led turn on that’s it no boot up nothing not sure what the issue could be. Moutherboard? Cpu? I mean if it was PSU it wouldn’t turn on right? Would only turn on half??

Has he cleared the CMOS?
What RAM is he using?
Is the RAM located in the proper slots?
Is the RAM pressed down all the way into the slots?

You need to list all the parts used.
