CPU and GPU random high usage while gaming/streaming

I've been gaming/streaming on the same PC for the past 3 years and have never had any issues. Just 2 nights ago my GPU and CPU usage have both been over 50% to the upside of 90% and is causing me massive lag/fps drop. I've tried Overwatch and League of Legends as both games as League is much less graphic intensive and same problem with both. I checked both temps and both are fine. The problem started last night, i received an NVIDIA driver update, lagged before i updated and then lagged after as well. Not sure what it could possibly be. all fans are working and i can't figure out for the life of me what is wrong with it. I even lowered my graphics and it didn't help anything. if anyone could help me i'd really appreciate it!

CPU i can understand, streaming puts stress on CPUs, you might just be dealing with a leak of some sort, like a memory leak but CPU form, where somethings using a lot of it without you knowing. I had the same problems before, I had to reinstall windows for it to stop

What streaming software are you using?
Since this changed happened so suddenly I'm going to assume you have a virus try doing a MalWareBytes Scan and see if that helps.
Lastly tell us your specs. (CPU, GPU, RAM, MBO and Cooling solutions)

I already ran a full scan for virus and malware and both came up clean. I have an and 8350 and an nvidia gtx 1070 supercharged stock cooling (temps are fine even under high stress) 16 GB of RAM, I'll have to check the MBO when I get home from work, but thank you for the reply! The only time it has been an issue is while gaming and its inconsistent. Itll be fine for a little then ill just drop like 40 frames and be stuttering, then it'll go back to normal.
