Pc performance problem

My pc is performance wise way below of what it should be i am a gamer and i play league i should get 200+ fps with this setup easily but all i get is like 120 fps and if I try to stream league it can even go lower then 60 sometimes i feel the fps dropping.

if you guys need me to run another kinda test just tell me and i will run it.
 
Solution
First, make sure you have vsync disabled. Second, make sure you have the latest drivers installed. Third, set the maximum pre-rendered frames to the lowest possible setting (which is 1) in Nvidia control panel. Fourth, if none of these have worked try to overclock your RAM. Most RAM is not set to their advertised speed on stock. My RAM was advertised as 3000MHz but it was set to 2133MHz on default. I got a decent performance boost when overclocking that. Last thing, make sure your CPU is not underclocked (if you have an auto frequency setting it might lower the frequency to lower temps). If it still doesn’t work, get the CPU replaced.
