Hello, i am having some major issues with my computer and i have actually built and diagnosed many desktops and this one one stumps me.
System Specs:
Processor: Intel core i7 3770k
Ram: single dim 8 GB corsair vengeance 1600 MHz( the other dim went bad but it worked fine even with it removed)
Motherboard: ASrock Z68 extreme3 gen3
VGA: Gigabyte Gtx 1080 g1
PS: corsair HX 1050

so to start out the computer worked as expected with my old 660 ti and before i water cooled the 1080 it seemed to do good as well, I don't have bench marks but i was playing pubg on ultra with only a little lag. (and that game has no optimization). when i water cooled suddenly i was getting less then 1/8 of my brothers performance on all games like far cry. 15 fps on ultra and only 33 on low. i have tried overclocking it, under clocking it, changing nvidia settings, restarting my computer (which strangely enough sometimes helps allot, i go from 15 fps - 32 on ultra?) which still sucks and if i reboot it may drop my performance. i have updated the drivers several times, trying older drivers flashing motherboard bios ect. also my windows update keeps reverting and saying it fails and randomly i get a b2 code(no graphics adapter directed) when booting and have to restart which of course then it boots fine? this is the strangest thing i have ever run into most the time if hardware like the cpu and graphics card are bad the computer doesn't work at all or crashes allot, mine never crashes even when gaming, please give me any suggestions or experiences you've had thanks a ton!

Solution
I like to say you have not done any damage but that's the risk you take when you take on such projects. Let's assume you have not goofed somehow. I think I would try and revert to the air cooler to see if the card has been damaged somehow.

Just thinking of other possibilities. Is you card seated in the mobo properly and all the contacts ok?

As your issue has started post watercooling, that's where I would be looking. Your card appears to be limiting power for some reason which would indicate a temp issue or possible damage. Does your cooler contact the gfx card memory ok etc?

ya i have copper heat sinks on memory and mosfets and i think the card might be damaged a swell i just don't know how, i was so careful taking off the factory heatsink and i kept it in a foam container until i put it in the computer and i have never messed up a component before and i have handled them in far dumber ways then this one.

hey thanks i think if figured it out and you helped me find the solution! i have my card in pcie 2 which is supposed to work with that motherboard but it is missing half of the pins so i know there is something wrong with that i am going to order a new extender and ill let you know but i'm 99 percent sure that is the problem.
