My video card is AMD Radeon RX 550 4GB

My power supply is 460W

In theory it should run pretty well, BUT when I try to run League of Legends on Minimum graphics, It's running on no more than 15 FPS. I have 0 clues to why this is happening. When I run it and open Task Manager, It says my CPU is at around 20%, Memory around 80% and Disk around 40%, It's not using all of my PC's power, and I don't know why. I've tried to search in the Internet, but could not find the right page. I've updated my drivers through around 4 programs, so they should be all up to date. This is my first time building a PC, and I'm scared It's not going to work and I just spent all this money for a PC that doesn't work. Please someone have an answer. Also before you ask all of the fans on my Processor and Video card are spinning, so they are wired correctly and my video card doesn't require additional power, so it can't be it either. Also from a site you probably know : www.systemrequirementslab.com or also known as Can I Run It?, it detects my video card, so this just adds on that it's properly installed in my PC.

The first things that stands out to me is 32-bit Windows 10 with 4GB of RAM running at 80% capacity and in single channel mode.

How are your CPU and graphics card temperatures? HWmonitor or Speccy can tell you.

When I'm just browsing the Internet

CPU - Min. 15C Max. 26C
Motherboard - Around 30C
Storage - Around 37C

And in Speccy I can't find where my Video Card is written, or it's not written anywhere.

EDIT: I'm using 32-bit windows, because I kept the Hard Drive from my last PC which at the time could only power 32-bit windows. I didn't have that big of a budget to build this PC, so I had to use that Hard Drive and RAM. Everything other than that is brand new. And it's not 2nd hand/hasn't been opened yet.

You do have the monitor pluged into the video card right.
The other thing is you have a 125 watt processor and the motherboard is not made to support more than 95 watt processors.
4gb of memory could be a issue but that is all your OS supports.

Yes my monitor is plugged to the Video Card and I didn't know that my motherboard can't support more than 95 watt processors. I can add more RAM later on, but my issue now is if I would have to buy new motherboard or what? Because If I do, I would have to leave this PC standing here until then and I would have to use my laptop to play games, because at least it can support them. Also this is the first time anyone has mentioned that motherboard can support only Xwatt processor. I thought only the sockets with the processor should match, since it's made for this type of processor so it should be fine. And what's also weird is that the processor is running so good. My laptop has Intel Core i3 1.7 GHz and to launch a game called "Men of War: Assault Squad 2" usually my laptop needs around 1,2 mins and this PC, even tho in theory "isn't powered enough" is starting it in around 10 seconds. Well the rest of the game runs at around 5 FPS but that's not the point.

I downloaded it and what now? I'm scared to touch anything that can make my CPU burn or something, if you can tell me what to do with idk pictures or something I will.

You need to actually run the test click the green on button the program should stop if you get over 85C.

That's what I'm wondering. If the motherboard is made for AM3 socket, and can't support my AM3 processor, then why is it made? Or why is the processor made for AM3 motherboard, unless there are some mother board that can support it, but by what you sent me I don't see a motherboard AM3 or AM3+ that can support more than 95W. If there is one send me a link and I will try to find it in the stores nearby.
