CPU usage drops, then spikes causing 1-2 second FPS spike (i5-6600k)

I keep having an issue where my CPU usage will drop under load (all games), then increase drastically which causes an FPS spike (presumably) rather than steady cpu usage.

This is in-game CPU usage:

Right in the middle there is a CPU usage drop (the end is when i quit the game). Temps look fine. I don't see the spike in my GPU usage.

What I've done:
Updated all drivers (including BIOS)
Checked for viruses/malware
Checked for heating issues (everything looks fine)
No overclocks on the system
Latency Mon checks look ok
Checked for parked cores, everythings unparked

Specs:
I5-6600K 3.5
GTX 1060 6gb
Windows 10 with current updates
16gb ram hyperX DDR4 2134
800 watt power supply (Corsair, cant remember the model)
MSI Z170A SLI PLUS motherboard

Is it normal to see those small dips in CPU usage? I wonder if there is a memory issue or if there is some kind of power management in my BIOS that is slowing something down. My CPU core voltage is really low at times, about .900 and going to 1.1 during games, but I don't think that's an issue?

It could, try one stick at a time and see if everything runs fine. 8gb is enough for most games so see if it fixes the issue. The way memory works is that the CPU feeds data too it so if you have 16gb of ram maybe...

Highly doubt it is a memory problem, there could be something wrong with your windows installation if you carried it over from a previous build. I would recommend doing a fresh copy of windows and installing all your drivers all over again. Also how often does this happen exactly ? If it happens really often during game play then one of your sticks of ram might be failing. Try to take one of the Dimms out to see if it effects anything at all. Seeing as 16gb is alot for gaming and since you have a 1060 I assume you are playing at 1920x1080.

Yeah 1080. It happens maybe every 5 minutes or so, but not very consistently. This is new build but it was built a while ago, I just never got around to troubleshooting it because I wasn't gaming a lot when I first built it. Would it be useful to play around with Ram slots to find a defective chip? I.e. could 1 bad/struggling ram stick or slot cause this?

Otherwise, I got nothing, I'm not sure why the CPU usage would suddenly decrease out of nowhere without heating issues unless it was some sort of power throttling.

The way memory works is that the CPU feeds data too it so if you have 16gb of ram maybe your cpu is trying to feed something to both sticks since they are in dual channel and maybe one of the sticks isn't eating what the CPU is trying to feed it. Could cause stuttering I mean theoretically speaking
