I'm Having Network Issues When Playing Online Games (Wired Connection)

Description -
I am out of ideas at this point. i'm not sure what is going on with my internet connection but for some odd reason i tend to get this major issue where my game freezes for 1-5 seconds and then brings me back to the game. However, when i'm watching YouTube or watching streams on TwitchTv or even Netflix, i have no issues whatsoever. i'm fully confident to say that the only issue i receive are just playing 'online games'. i am also using wired connection (ethernet) to play and no one shares the network with me at home.

here is a footage of some of the issues that i'm talking about. whats shown is 'Gameplay, Task Manager, Open Resource Monitor'. this is what i always get everytime i play any online video games. i've tested out Destiny 2, CS:GO, The Division, Overwatch. i didnt record the division or overwatch films because i felt like destiny 2 and cs go pretty much proves my point of my issue.

my GPU and CPU are shown in the video as well as my usual ping and download/upload speed from speedtest.

Location: US WEST COAST
ISP: Comcast

the things i've tried so far:


- reset my modem and router
- port forward online games that i'm currently playing
- netsh wlan set autoconfig enabled=no interface="Wi-Fi"
- ethernet metered connection is enabled
- disabled Wi-Fi on my computer
- tried to reduce latency by creating 'DWORD' 'TcAckFrequency' to 1
- also dont have parameters on MSMQ so i skipped that step
- reinstalled my online games
- changed ethernet cable
- tried using my tablet and phone to check if my connection was bad (no issues - just online games)

am i missing something here? someone please help. i just want to play online games but i cant seem to find a way to fix the issue.

i'm not sure what you mean about what software i'm running but my OS is windows 10 and my pc motherboard is ASUS Z97I-PLUS. CPU i7-4790k, GPU GTX 1080 Ti, RAM Corsair Vengeance Pro 16gb 2400mhz, PSU Evga 850w 250gb SSD Samsung 850 250gb, HDD WD 6tb

i dont think so, this is the first time i heard about that. my computer is about 3 years old and i havent fiddle with asus for awhile. however, i do update my gpu and windows all the time.

update:

i recently bought a new router to see if it was a router issue and still having issues with this 'rubberbanding'
i also updated my BIOS, CHIPSET, and re updated my GPU and still having issues again...
this is what i've dealing with everytime i play online games now. here another link of what i'm talking about.

i just want to play some online games but i dont understand what could cause this.
i'd figured someone who is a guru in networking can explain to me what this is? last night i was having major rubberbanding issues (and this is me not recording anything, no streaming etc. just a regular play) and it still continues today. enemies would teleport somewhere and when i'm fighting against an enemy i then would get teleport back to where i was 5 seconds ago....can someone please help me...i am literally all out of ideas..
