MSI X399 Motherboard Won’t POST - Error 00 and 55

I just got my new gaming rig all put together and installed and it won’t pass POST. It shows debug error 00 most of the time. Some other times it will show code 55, but I have not yet been able to reproduce 55. No display on-screen, cannot access BIOS. I have tried clearing CMOS to no avail. I have also taken every component back out of the case to try rebuilding it completely. I have segregated the motherboard, unplugged everything from the motherboard including the CPU and tried starting it up. Still shows error 00. What am I doing wrong?

Motherboard: MSI X399 Gaming Pro Carbon
CPU: AMD Ryzen Threadripper 3.4GHz 16-core
RAM: 32GB TridentZ RGB (4x 8GB)
Graphics Card: nVidia GeForce GTX 1080

Also, it was working just fine, but I was attempting to set the system time in the BIOS because it was whacky. I also cleared the CMOS and after clearing CMOS this issue happened. :(

I tried taking it out of the case and placing it on its anti-static bag to make sure nothing was grounding it. I connected the PSU and RAM back and turned it on. Even with bare bone connections outside of the case, it still showed 00.
