EDIT / FIX - I fixed the issue. I had to rearrange the RAM and for some reason that fixed the issue. All of the RAM is working and showing up in Windows as well so I know the RAM slots and RAM were not defective.

I just added a hard drive (WD Black) and a new gpu (GTX 1080) to my pc. I ran DDU before putting the new GPU in. Everything was fine until now and it’s been a couple years. I even rebuilt the PC and same issue. Everything is installed correctly, this is the first time I have had an issue like this (I have built a few computers and they were all fine, booted first try, no problems whatsoever).

All the lights and fans are working too. I also get no bios screen, no display actually. I tried changing back to the old GPU and booting without a GPU with no success. I tried booting with no USBs plugged in and also no success. I could not find anything like this online so that is why I am asking here. Please help.

SPECS:
Gigabyte Z170X-Gaming 5
i7 6700k
GTX 1080
32GB Corsair RAM
Samsung 850 EVO 250GB
WD Blue 1TB
WD Black 4TB
EVGA 80+ Gold 750W

I have not tried spam clicking any of the keys for entering bios but I don’t feel like it would work.

I am pretty good with computers but this one has me s h o o k.

Solution
One more try: remove any HDD/SSD, RAM, gtx1080, or other add-on hardware, clear the CMOS by the jumper/button. Boot the PC with onboard intel iGPU. What happens?
1) The PC can boot, then add the RAM, boot device (SSD), storage, etc one by one.
2) The PC does not boot, either the CPU or MB has problem.

You didn't say my exact solution but your steps required reinstalling the RAM so chosen for Best Answer.
