okay so when I turn on my power supply my mobo light up. but when I go to hit the power button on my case I hear a little noise that doesn't sound good. but nothing power on. not my gpu my fans nothing

Solution

That is very irritating with new setup. However follow the process of elimination and you can pin point your problem. Also do check if you have plugged proper psu cables. Specially you have not messed with eps/cpu power cable and pcie power cable (accidentally swapping it as they look identical)

Is it like this> you push start button it goes on power for less than a second and turns off by a very low clicking sound line something turned of a switch? what happens if you press the button again?
1. Same thing happens again or
2. nothing with mobo power led on?
Is your mobo power led still remins on?

How long your pc was working correctly? Any recent modification you have done before this mess?
The first thing to check is remove your psu and test it by jum starting by a paper clip. If it is starting then you have more trouble. You have to check it in a different pc or in a pc hardware shop. If it is ok then 2nd is to check your mobo.

That's a PSU problem.

Best to get a good quality replacement.

Not necessarily. It turns on and it means it is not a DOA product and thats it. Even it turns on then there is a chance it can trip or fail under load. So no jump start a PSU does not means it is in perfect condition. Is your problem is solved?
