No post No beeps. new build and a potentially incompatible CPU

After a new build, the PC will not post. There are no beep codes. All fans functional on GPU, CPU and case fans. The system reboots after an initial 10 seconds. If RAM is removed the MOBO will initiate beep codes. Several parts have been swapped with my spares to rule out RAM and PSU. I have the setup on my bench and not in the case to rule out shorts.

Now, I have noticed with this ASrock motherboard (E3V5-WS) it will only support my Kaby Lake Celeron G3930 after a bios update. Will this cause the system to not post to BIOS at all? No video output at all? How can I get a bios update without getting into the bios? I have built several PC and I just do not have the expertise for this one. Any help is truly appreciated.

CPU: Celeron G3930
PSU: 550W Rosewill
RAM: Geil Super Luce 4x4GB 3000
GPU: GTX 1050
HDD: WD 500GB 7200RPB
 
Solution
In a word, you can't.

Take to a local PC shop and have them flash it, they will need to use a Skylake CPU to flash the BIOS.

Yeah with an incompatible CPU it don't do anything.
