Unless you live in an oven, you should idle around 30-35C.
Tried a more aggressive fan speed profile in bios? Connected to CPU_1 header?
Might look at cleaning the paste off, reapplying, and re-mounting the cooler.

Not much difference there. I'd stick with your H5. Temps will be high with the i7-7700K unless you get a good liquid AiO or delid and replace stock TIM with liquid metal. As long as you're not seeing 80C+ on a regular basis, I wouldn't bother spending the extra money on cooling.
