I want to build a mini-ITX mainly for gaming (only few games but includes PUBG, i play very few games but i play competitively so i need some performance for playing and streaming time to time), then streaming/recording.

-I'm planning to build my system into a SilverStone SUGO SG13B as it is available in my country and I like the dimensions.
-I don't need an SSD or 16 GB RAM when I first purchase it, I can upgrade later on. I'm likely to start it off with a cheap WD Caviar Blue 7200 or anything similar.
-I'm not sure if i need extra fans, temperatures are important for me but as far as I understood, it exhales from PSU fan as it is also right on top of the motherboard.

-For CPU, CPU cooler and motherboard, I really would like to go with i5-8400 but it seems quite impossible because it requires very expensive motherboards compared to other CPUs.
I was thinking of i5-7600k but Ryzen 5 1600 / Ryzen 5 1600X seemed better hoping that games will use those extra cores and threads in the future. CPU coolers I found doesn't fit in. Nactua NH-L9i / Cryorig C7 were 2 air CPU coolers that fits and were popular in Intel systems. Max lenght for CPU coolers is 61mm for my case, more information: http://www.silverstonetek.com/product.php?pid=536
There are not many motherboard models in my country but better connectivity positions and built in Wi-Fi would be plus.

-For the GPU, I orginally wanted i5-8400 with 1050 Ti but I had to downgrade it. Now I don't know if my current CPU (which is probably Ryzen 5 1600X / Ryzen 5 1600 at best) worth sacrificing for a GTX 1060. I'm quite lost... I will probably decide this after I finish a build with 1050 Ti.

Below is your ~850 USD build using the i5-8400 and GTX 1060-6GB, I am over budget by 34 USD. It would have actually been better to have your country of purchase and a local budget, most countries have online vendors to source from. Chances are that the US pricing will not align with your countries, I live just to the north of the US and prices don't align here in Canada. And just a note, the choice of an mini-ITX build drives up the mobo prices in general.

No OS, monitor, keyboard/mouse but you do have onboard wifi. The 8400 has 6-cores which you will need for simultaneously gaming/streaming, additional threads are needed to manage the streaming. It is not meant for overclocking so you could easily get away with the stock cooler, but I went with an AIO 120mm to direct the heat out the case. Air coolers might not direct the heat out.

As instructed I went with 2x4GB of RAM but the mobo only has two slots like the vast majority of mini-ITX mobos. This means if you upgrade to 16GB you will have to pull the existing RAM.

Went with a GTX 1060-6GB, much faster than the 1050 Ti but still not as powerful as the CPU. This is okay though, gaming/streaming will put more demands on the CPU, especially in PUBG.

Last, the 7600k is faster than the plain 7600 but I would not use these CPU's, they are 4-cores with only 4 threads. This is not enough for streaming.

this is under your $850 budget for the US. your country will almost certainly be more expensive.

I was able to get an SSD in for faster load times, wth the slightly slower Ryzen 1600 compared to the 8400 above. the ssd will more than compensate

Your list makes 2700 TRY if I

-Exclude CPU cooler which I couldn't find over here
-Switch the RAM to 1x8 2666 (so I can upgrade later on, can i?)
-Ignore SSD (i will have to)
-Go with a GTX 1050 Ti, I wanna see if I can sacrifice other parts for the GPU after I'm done because I struggle building.
-Finally, exclude PSU. Expecting it to be around 300 TRY.

Which is pretty good, thats still below my budget, I could either go for Ryzen 5 1600X or maybe sacrifice to i3 8100 & better GPUs if it is worth it. They thing with 8000 series is that they require more expensive motherboards.

Actually ASRock - AB350 is not available here, only mini ITX AM4 motherboard I can find is Biostar B350GTN AMD B350 Soket AM4 Mini ITX 32GB DDR4 which is 470 TRY

Your list makes 3300 TRY If I:

-Exclude liquid cooler, its 425 TRY :(
-Switch the RAM to 1x8 2666 (so I can upgrade later on, can i?)
-Go with a GTX 1050 Ti, I wanna see if I can sacrifice other parts for the GPU after I'm done because I struggle building.

Which is good considering you actually got an i5-8400 in it. I wouldn't really sacrifice GPU's for it should I? Maybe I can even consider sticking to the GTX 660 that I'm planning to sell for a while until I get a 1050 but probably wouldn't bother since I don't play a lot of games. 1050 Ti could keep me going as well.
