I'm ready for a new PC. $800 budget (I have a monitor/speaker/keyboard and mouse) and I'm willing to go closer to $1,000 if there's a good reason. I would like to build a new gaming PC from the ground up. My current one is over 3 years old, and has crashed to the point I can't launch windows so I'd like to just start fresh.

Previous build:
Monitor: Avera 40AER10N 40-Inch 1080p 60Hz LED-LCD HDTV (I am fine with 2k gaming for the time being, but I would like the flexibility to upgrade my monitor to 4k)

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor
Motherboard: ASRock H97M Anniversary Micro ATX LGA1150 Motherboard
GPU: XFX Double D Radeon HD 7870 GHz Edition DirectX 11 FX-787A-CDFC 2GB 256-Bit GDDR5 PCI Express 3.0
PSU: Rosewill RG630-S12 - Green Series 630-Watt Active PFC Power Supply Unit
Memory: Patriot Viper 3 Low Profile Blue 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Crucial MX100 256GB 2.5" Solid State Drive
Case: Cougar MG100 MicroATX Mini Tower Case
Optical Drive: Samsung SH-224DB/BEBE DVD/CD Writer
Operating System: Microsoft Windows 8.1 (OEM) (64-bit) (upgraded to 10 when it was free)
Surge protection: APC Back-UPS 550 VA surge protection and battery backup

Solution
CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($197.48 @ OutletPC)
Motherboard: MSI - B350M GAMING PRO Micro ATX AM4 Motherboard ($70.98 @ Newegg)
Memory: Team - Elite Plus 8GB (1 x 8GB) DDR4-2400 Memory ($84.99 @ Newegg)
Storage: Samsung - 850 EVO-Series 250GB 2.5" Solid State Drive ($84.99 @ B&H)
Video Card: Zotac - GeForce GTX 1050 Ti 4GB Mini Video Card ($151.93 @ B&H)
Case: NZXT - S340 (Black) ATX Mid Tower Case ($66.99 @ SuperBiiz)
Power Supply: SeaSonic - FOCUS Plus Gold 550W 80+ Gold Certified Fully-Modular ATX Power Supply ($59.90 @ Newegg)
Operating System: Microsoft - Windows 10 Home OEM 64-bit ($89.89 @ OutletPC)
Total: $807.15

Could you suggest an additional 1 TB HDD?

gotcha, well that's still under 900, so I'm ok with that. (and I appreciate the help, by the way)

Your 1080p TV is 1K (2 million pixels). 2K monitor is 1440p. 4K monitor will need at least GTX1080 but more likely 1080Ti

Regard to boris's Ryzen build: You don't need new SSD since you can reuse your old SSD. Memory should be in pair to make system run faster and faster RAM is better with Ryzen. You can go to youtube compare your i5 vs Ryzen and see whether Ryzen upgrade meets your expectation without spending any money. Try i7 also.

I see. I'm a little concerned with reusing components, as I'm not sure what's damaged/faulty right now. But I will look at that comparison.

Download MSI afterburner or similar software to monitor what (CPU/GPU/RAM) is bottleneck your system. I recommend you to compare your old CPU and GPU vs upgrade on youtube before you purchase and regret later that the performance did not increase like you expect. Some games use more than 8 gig of memory. If you have less, your fps will drop.
I can find only HD 7870XT vs GTX 1050Ti, not sure what is difference between yours and XT

Your system crashed could be something like generic power supply Rosewill or you need to update driver or try fresh install window. Maybe before upgrade, ask someone in this forum to help pin point the problem first.

I dissagree about the ram. For now 8gb is plenty for all games, it's hard to find a game which uses more than that, but noone knows what the future has for us and that's why i made the ram 1x8 so he could upgrade in the future.

Question: how do I install the motherboard drivers and the OS if there is no optical drive...?
