Hi all!
Here is the description of the problem and steps that I have taken so far.

PROBLEM DESCRIPTION

1. Had problems with witcher 3 (steam) then Heroes of the Storm (HOTS): Witcher 3 crashed to desktop (e.g., in some cutscenes or during gameplay); HOTS crashed after match or during match. The PC is newly built and the problems did not appear from the start. It seems they began after the Windows 10 Fall Creators update.

2. I reset my PC, thinking my game files might have been corrupted. I Re-installed drivers and games. Issues continue. Furthermore, crashes also happen with a new Steam game (Divinity Original Sin 2 [DOS2]), indicating that the problems do not pertain to any single game.
TLDR problem-> random crashes in games: crash to desktop (HOTS, Witcher 3, DOS 2) or crash with automatic restart (DOS2).

3. I have monitored cpu/gpu temperature and did not find any problems.
4. I did a BIOS update. Issues continue.

HERE IS MY SET UP: (https://pcpartpicker.com/user/paulshardware/saved/yW7Gf7?ref=paul)

CPU: AMD RYZEN 1600 6-Core 3.2 GHz
GPU: MSI GeForce GTX 1070 DirectX 12 GTX 1070 AERO ITX 8G
MOTHERBOARD:ASRock Fatal1ty X370 GAMING X

OS: WINDOWS 10 HOME; BUILD 16299.
MONITOR: Dell 27 Gaming Monitor-S2716DGR

DRIVER UPDATES
Here are driver updates that I have done after setting up my PC/doing a reset:
(i) From motherboard website (https://www.asrock.com/mb/AMD/Fatal1ty%20X370%20Gaming%20X/index.us.asp#Download): Allin1 AMD, Realtek, Sound Blaster
(ii) From Nvidia website (http://www.nvidia.com/download/driverResults.aspx/128421/en-us): graphics card (have tried with latest drivers (manual update) and drivers provided
by Windows 10 (automatic update).
(iii) Used driver booster 5.1 to download additional programs (C++ distributables, silverlight)
(iv) gaming peripheral drivers.
(v) directX12 update

ANY IDEAS ARE GREATLY APPRECIATED!

Anoori9000: I do not think this is a hardware problem: in the first week or so there were no PC gaming problems. Even now crashes occur randomly and not right in the beginning of a gaming session.

The GPU seems to be working. Smooth performance, no overheating.

Problem is inconsistency (crashes).

It wouldnt be a software problem since you said you reinstalled windows. Try re installing windows again if you think its software.

Did you try to reinstall the gpu drivers with ddu uninstaller, and then reinstall the drivers?

Is the gpu factory oc'ed? Maybe try to underclock it a little bit (~-50 MHz on core clock and memory with stock voltage) using afterburner. If it doesn't crash with underclocking you should try to rma the gpu.

Serinox: This is a helpful direction -- Thank you.

I want try additional steps before switching out my GPU. The latter advice is easy to say but costly (time to ship, no computer use) to execute.

I would like confirm if the GPU is indeed the problem -- I will try underclocking and welcome any other ideas.

Currently also running an extended Memory Diagnostics Tool.

Old GPU drivers should not be a problem since I reset my system and re-installed the newest drivers.

The PSU is here:
EVGA - 650W 80+ Gold Certified Semi-Modular ATX Power Supply

All components were bought in November 2017.

Crashes like you describe tend to be power related. during a game, the GPU reaches a point that it requires more power than the PSU can deliver, and boom! a crash and usually a restart. The EVGA PSU is a good unit, but that doesn't mean that it is perfect and doesn't have issues. do you have another PSU you can try? Or possibly a GPU that requires less power?

I don't think that his problem is power related, since his pc is only crashing to the desktop. It's more likely to be connected to drivers or the gpu.

The point with the deactivation of automatic driver updates is useful.

A friend of mine had problems with random crashes to the desktop on overwatch. He solved it by downgrading to a older version of the driver!

In the original problem description, Item 2 indicates that the OP has both crashes to desktop as well as restarts, so we haven't eliminated the PSU as the problem.

Update:
-> Tried underclocking; it did not have an effect.

-> Tried installing graphics drivers with ddu uninstaller and reinstalling them. Also downloaded AMD chipset drivers that I had missed.
HOTS now works! Have played 4 games with no problems. However, when trying to launch Witcher 3 or DOS 2 (Steam games) then both crashed to desktop almost immediately after loading the game (worse than before).

Does this mean that there might be something wrong with my steam games? Any ideas/suggestions on what to try?

Looking C:\Program files(x86)\Steam\logs I see that modified files after the crash are named "GameOverlayRenderer" and "GameOverlayUI.exe".
Here is a snippet:

I found something on the issue. It´s related to Shadow of Mordor, but the same problem as yours.
They fixed it by changing their game ini.

It makes me wonder if you have issues with your antivirus solution. That means if you use one, you should try to add expeptions for steam and the crashing games. Hopefully this is going to work. But i don´t think that your problem is hardware related at all.
