New PC starts but doesnt show any signal and starts surging every few seconds

460w corsair psu

The cpu fan also starts to surge every few seconds.

How is it connected from the mobo to the monitor?

The connection is fine ive tried it on 2 different monitors. We think that it could be faulty ram :/

But how is connected on yours? If youre using DVI-D or HDMI to VGA you need an active adapter
