What is free sync sorry? I also have 2 monitors, I'm not sure if this changes anything.
 
Google your monitor model number and check if they have freesync included, it is an open source software embedded in some monitors that can do dynamic frame rate with AMD GPUs. As long as one of the monitor has it, go with RX580, otherwise, GTX1060 is better due to lower price with similar performance.
 
I would use the word modest. I went from an R9 270X to an RX 480 and modest was what I got. You can judge by benchmarks all you want, but day to day, modest is exactly the word I would use to describe that upgrade, even if the benchmarks say I should have increased by 80% in performance. To be honest, I regret not spending more.

Gtx 1060 6GB is about a 60% performance increase.
If your gaming on one monitor 1080p @60 HZ then a 1060 would be good.
If your resolution is 1440p then GTX 1070ti.
No reason even to consider a 1070 since the price is about the same as the TI.
