Would the Gigabyte GA-970A-DS3P FX motherboard and the AMD FX-8320 8 Core Black Edition CPU and the GTX 1060 run well together?

Please don't buy fx. Go for Ryzen or Intel 8th gen. To save some money go for Ryzen man. FX is a not dead it is fossilized platform which has been preserved like a mummy for long as amd don't have a better cpu for so long.
Buy any B350 you like along with at least ryzen 1400 or ryzen 5 1500x. or tell your location and budget we may provide you some combos.

Well let me give you a little background here. I currently have Gigabyte GA-F2A68HM-H Motherboard with AMD Athalon X4 840 Quad core processor and I already have the GTX 1060 Card. However since the motherboard is an FM2+ socket, I cant get a much better CPU so I am looking for a mobo and cpu combo to purchase and hopefully keep it under $250 but still get a decent increase in performance. Would the mobo and CPU that i referred to in my starting post get me there?

Id like to keep it under $250 for a decent mobo and cpu if thats even possible. I know those new CPUs get pretty spendy.

well you'd need DDR4 RAM as well if you change to a modern platform which adds more than the budget will bear. So If had 250 bucks, I 'd be heavily shopping for a used Haswell CPU and Mobo from a reliable source and reuse my DDR3. an intel 4690 is an immensely better gaming cpu than all the old AMD stuff by far.

And the fact is in a lot of games the old eight core dozers don't do any better and sometimes slighter worse than the higher end 4 core APU's which received several revisions to their designs.

yeah thats the part that sucks, is i was hoping to keep the DDR3 motherboard so I didnt have to buy new RAM

But with intel you don't have any future. However if you have some source to get these old hardware from intel at steal deal then fine. If you have to buy in a proper channel buy ryzen. As the current market is changing towards more core platform. And game will also use more cores eventually.
For DDR4 ram buy any cheapest one you can and it hardly makes any difference even with Ryzen on low budget platforms. Even I don't bother to buy FlareX if I knew that my performance benefit will be that low. As per reviews all were saying that huge performance benefit with faster rams.
If you love Intel of course they are much better in gaming for better IPC then go for 7th or 8th gen but again your future will be restricted for upgrade. Right now Ryzen has best upgrade path and the way Ryzen-AMD came back in CPU market it seems they will offer even better in near future with their Ryzen 2 platform.

Not arguing you points, I believe the same. Really I do.

If the budget is fixed it's fixed though so having options is good. And frankly my kids 4690K haswell at 4.8 hasn't needed or even would benefit from an upgrade to anything modern when combined with a mid range card. An "upgrade" to Ryzen would pretty much be a downgrade in his case. There's really nothing on the Horizon in the mid tier that demands more right now. In the future? yes of course, it's the future after all.

Yes of course, if you have a 4690K, it is still better than a 1800X for most of us for gaming and daily use: Agreed.
Simply becs even Ryzen top of the line can not beat older Intel for their outstanding IPC and overclock-ability. Depends on use. But my point is avg user can not afford Intel top of the line platform. However if I spend less for a decent performance right now and buy a new CPU if I need in say 3yr after, that remains as an option for me with Ryzen and not with Intel. But again we don't know the future it is based on some assumptions after all.
