Sudden FPS Drops

Greetings,
I know this question has been asked for over a thousand times, yet I would like to know if the problem is my hardware or software. I play games like GTAV, SW Battlefront, where I have 70-80 FPS on low graphics. But sometimes i get sudden FPS drops to 1-2 FPS for 2-3 seconds, then gets back to normal. Is there any part of my pc I need to change to make it run better without FPS drops?
Rig;
NVIDIA Geforce GTX 950
Intel Core i5 4570 @3.2 GHz
4.0 gb RAM

My HDD is Toshiba USB 3.5", have had it for 4-5 years for sure. So I checked my pc performance on benchmark, and the results said that the video card was below average. Buying another 4gb ram would fix it for me?

Have experienced some Blue-screens of death recently ?
and yeah another Ram would be a better choice and i suggest that you sell your 4Gb and buy a single RAM 8Gb

But using 2, 4Gb RAM Can also be benefit for your computer but they need to be perfectly similar and greatly compatible with your mother board with that you can enjoy the double channel and every application that's normally ask a lot of memory run even faster.
but all of those conditions need to be together in order to work !
