Probably a dumb question but which should i get a RX 560 2GB with 896 stream processors for 129$ or a 1050ti for 196$, i will be using a ryzen 3 1200. Also i am going for valuje for money above all.

There's a considerable difference in ability between the 560 and 1050ti. The 560 is beaten in just about every game handily by a 1050, nevermind the ti version. For a 1050ti, its closest amd competition is the Rx570, so for those 4 cards you'd be looking at 560///1050/1050ti//570 generally and price will reflect that.
Personally, I'd use pcpartpicker.com and shop for the various versions of cards and possible sales. You should be able to lower the price on that 1050ti (depending on the model) or even choose a better model for a similar price. All of the vendors are Grade A trusted or pcp would drop them like a hot potato, unlike most local shops or small chains which can have funky sales practices.

Like Karadjgne states and my last point, the 1050 Ti is your best bet, if you've narrowed down to these two GPUs at either of those resolutions.

Just a recommendation when looking for the right 1050 Ti... Look at "pro" (website like Tom's, Anandtech, etc.) and customer reviews on individual cards (Newegg for example), to get the best insight to which GPU to lay your money down on.
