AMD FX-9590 4.7GHZ and the i5-7400

Okay, I've looked a little through the forum and haven't really found my answer so if this question's been answered, I apologize in advance.
I recently had my computer worked on. The CPU was originally the AMD but I've since gotten the i5 because I was told that even though the AMD is 8 core the intel (being only 4) still outperforms the AMD. But ever since I installed the intel my processing power seems to suffer. Games I originally played (ESO with a few mods (same mods I've had since my AMD days) to name one) doesn't seem to flow as well as they did when the AMD was installed.
Are the people right in saying the intel is better than the 8 core AMD or are they just not as professional as I thought they were?

So to focus fully on your original question, yes, you were not lead astray in believing that the i5-7400 is a much better choice than the FX-9590 which is probably one of the three worst processors of all time due to instability and heat concerns with that CPU. Realistically there are practically no motherboards that can adequately support it and it is a high leakage processor which is known to destroy motherboard VRMs.

You are much better off with what the way you went instread. Plus, it's getting to be a pretty old platform anyway and even if it HAD been decent when it was new, which it wasn't, it would be getting long in the tooth now.

If you have not already resolved this then what you probably need to do is DELETE (Not format)...

If you have not already resolved this then what you probably need to do is DELETE (Not format) ALL the existing partitions on the OS drive and do a clean install of the OS. When most people say they've "formatted" the drive, what they really mean is that they've "formatted" the C partition, but that makes no changes to the original boot partition which was based on different hardware, firmware and configuration settings, so it usually still presents problems.
