New build isn't working, monitor won't turn on when connected

I have recently built a PC with the following components:

-ASUS STRXX B350 -F Motherboard
-EVGA 500W Power Supply
-msi R7 250 2gb
-AMD RYZEN 3 1200
-Samsung 250gb SSD
-crucial 4gb RAM

I've gotten the PC to turn on, and every fan and device turns on except for the GPU, the fan of which won't move. The monitor doesn't turn on when plugged into the GPU or the motherboard itself, and I have no idea what to do. What could be the problem?
I've tried it with and without the graphics card, and with HDMI and VGA cables.

As Ryzen has no integrated graphics, you have to install the graphics card, and attach your monitor to it, NOT the motherboard!
