All fans spin, no display (new rig)

So after my older rig burnt itself I started to look for a new, budget but upgradable one. I considered it to be a good decision if I go with Athlon X4 950 and an A320M board so I would be able to upgrade it to Ryzen whenever I want to. I have an RX460 4G, an Athlon X4 950 and an ASRock A320M DGS. So I tried almost everything to make it work but no luck, everything seems normal but no display on screen, I can't get into BIOS, mouse and keyboard lights are off (I think because of no-boot). I think it is a BIOS uncompatibility but I'm not sure so I wanted to ask. What you think?
 
Solution
I'd test different RAM, if possible. If still no go, I'd RMA both board and CPU. An internal speaker would also help, to check if CPU and board do work.

I'm using a local brand single stick DDR4 2133MHz RAM. I sent a message to the ASRock, and they replied; a step-by-step troubleshooting list. I tried everything they said but no help. All my parts are brand new and dont know what is the problem.. I am sure that GPU works well, as well as the PSU, mobo and RAM are brand new and IDK what the problem is.. Gonna try the RAM on another rig.

I tried my video card on my friends rig with HDMI output. It works, no doubt. But with the same cable and monitor, my rig is not working. I dont think there is a problem with the display since it works with my friends rig. My mouse and keyboard are not lighting up but my mouse's LED light is working (no matter the pc is on or off). I tried my USB charger to check if there is any power there, just like the mouse it charges my phone no matter if it's on or off. I'm confused..

Sent the mobo to the place i bought it. After sending I called them and they said they will update its bios. I mentioned my CPU as well. So it says on ASRock's site that X4 950 should be fine with any bios but the distrubitor said it is a bios problem. In two or three days i'll get it back (i think) and will see if it works. If not, I will send the CPU and RAM together. A long journey starts, again —_—
