GPU cable confusion

ok so i bought a new pc a couple of months ago, everything is running fine really, except my GPU doesn't overclock that well (EVGA 1080ti ftw3, 1933 mhz), now i know this is based on luck pretty much but i am a bit confused about the cables that i got with my card, in the box were 2-- 2x6-8 cables ( i dont know what they are called exactly but basically it looks like its meant to draw 2 times 6 pin connector into the 8 pin connector which then goes into the gpu) https://images-na.ssl-images-amazon.com/images/I/71eCI8RgzwL._SX355_.jpg

will my gpu draw more power if i use those 2 cables to practically connect 2x12 pins into the 2x8 pins on the gpu? because i keep hitting the power limit.
is it safe to do this? will i damage my card by doing this?
