This is my PC: https://pcpartpicker.com/list/gD2qKZ

Basically, i7 4770k, 16 GB CAS10 DDR3 on a MSI Z97 PC mate and a Gigabyte 1070Ti playing on 2560x1080 at 60fps. Windows 10 64 on a Samsung 500Gb SSD

There are some games that still dip under 60 fps from time to time and when they do, neither the CPU nor the GPU are working at 100% How can I identify what's hogging my system?

Solution

Yeah, that's your problem right there... Terrible PSU, here's another thread stating as much - http://www.tomshardware.co.uk/answers/id-2819720/tacens-mars-gaming-mp600-psu.html

Unfortunately, it's just not up to...

GPU drivers are up to date. Motherboard drivers, you mean the ones you can download from the manufacturer's page? Some of them might have a year or so.Ill try thogh

Unfortunately, it's just not up to what your throwing at it... It's not always about the wattage, do your research and always get a good quality PSU... I learned that the hard way after one blowing up on me I'll never by cheap power again.

Edit* Well the above thread talks about the 600W but it's the brand and efficiency that make all the difference... Look for something by XFX, Seasonic or Corsair and with at least an 80 Plus Bronze certification.
