Can't run GTA V with a 1060

I bought gta v to play with my buddies and very first glance the menu was super stuttery but I had 60fps. So I start the first mission and I keep getting lag spike down to about 25 fps from 180. I turned on vsync and it fixed it but I don't like using vsync. So I turned the settings down to low and it still does it.
PC specs:
I5 6600k
Asus z170 A
16gb corsair vengeance lpx 3000mhz
Gigabyte 1060 6gb
Evga nex650 G

What's wrong with using Vsync? Leaving it on keeps your system from having to work harder then it needs to, to play the game. Also it helps with screen tearing. You may be getting those drops from overheating on either the CPU/GPU or both.
