I’m wondering what the best combo I could get that would be an upgrade from my GTX 970 Windforce 3x/Crosshair V Formula Z/FX-9590 for $600-$700?

What is the bottleneck? I’m assuming it’s the CPU. What about a 1060? Would that save me the bottleneck

The bottleneck is indeed the cpu. And 1060 6GB is no worth upgrading from the 970, since it's going to give you a slightly boost in performence.. If you are a 1080p gamer just buy a r5 1600 and the carbon mobo and you will be ready to go. But if you would like to go above 1080p then get and the 1070 and you are solid.
