New build fans work, gpu and led lights blinking, no video output/post

I am tried everything in the no post sticky including taking the build completely apart and starting over with just components.

when you turn the computer on, the led on one of the fans, the power button on the front of the case, and the gpu all blink simultaneously, but there is no video output while using an hdmi on a tv and a vga with a monitor

List anything you've done in attempt to diagnose or fix the problem.

Re-seated the gpu, processor, ram, and mobo. double checked that the power/reset/audio/usb plugs were in the right spot. double checked that the cords from the modular power supply were the correct ones going to the correct places and from what I can tell it all looks like its in the right place, i also cleared the cmos jumper and no luck. have tried multiple power cords in different spots on the psu. seems to be like the mobo may not be working correctly its an asrock b350m. i have the speaker plugged into what i think is the right spot but recieve no beeps when i start it up. i tried the ram in all sports as well, im just using a 1x8 gb stick.

Provide any additional details you wish below.

First time building a pc so if there are any noob steps people often miss it may be something very simple. Also I did not use gloves or ground myself and ive read static can sometimes break parts. is this common or more of a rare occurance? here are some shitty pics my phone camera is really bad lmk if you want a more up close pic on any part of it

sorry i meant ive tried hdmi and vga not hdmi to vga. i have all 6 standoffs in place on the mobo and have aldo tried the hdmi in the gpu instead of the mobo itself and got the same result

edit:since all of the components are blinking it leads me to believe that its a mobo issue and not an incorrect input on my part, (also the number of things ive tried to fix it that have all had no results) this is my first time doing this though so my knowledge is pretty limited

it is a ryzen 1200, 1050 ti card and it does require power and i have it hooked up to the psu. since the light is blinking and fan spinning that makes me think the power is correctly connected

ive tried it in every slot still no luck. made sure it was compatable in the mobo booklet as well.

There's only one slot it will work in on it's own, so only put it in that one. They're a bit tricky on that mobo, one end goes in easily (where the latch is) and leaves the other end slightly out of the socket.

Can't quite see from the pictures which pcie slot the gpu is in - it needs to be in the top one if it isn't already.
