Cpu Upgrade Advice Needed

I built a computer back in 2014 for minimal gaming and to possibly OverClock if needed in the future.

Asrock H97m Pro4
G3258
Cooler Master EVO 212
G-Skill RipJaws DDR3 8GB
Power Color R7 260x 2GB

My brother now has this computer and would like to start gaming a little more. However, I believe the CPU may be out dated for the more demanding games he's trying to play. He is having FPS drops on some games.Rocket League and CSGO are ok on low settings. PUBG and Overwatch are unplayable with single digit FPS.

Could this be a CPU issue or GPU?

Any and all advice would be appreciated.

That PSU is total crap. Unable even to provide 200W on 12v rail. Will have to change that too.

Here's the list of somewhat reasonable upgrades:
  • PSU 550W ~ €60 - something like Seasonic S12II-520 520W 80 Plus Bronze
    i5-4460 ~€160
    DDR3 8GB ~ €80
    GTX 1050 ti ~ €140
    ----------
    Total ~ €420

Sorry I forgot to add that. It's a cheap Dynex 500watt. This was a budget build back in 2014 and built it all for around 450-500

As far as budget goes. As cheap as possible!! This would be a gift for him but just to get him going on the more demanding games. He can upgrade more if he wants later down the road.

This will have to be done individually. So, what's the order from most to least importance?

What kind of performance should he expect after upgrading to your listed items?
 
PSU should be upgraded first, because everything else depends on it.
Then cpu/ram;
and lastly GPU.
