Refurbished HP Z620 configuration good enough for 3D work in 2018?

Hello,
I've started to learn 3D and my computer can handle the work up until one point. I'm on a mac at the moment and I would like to build/buy a pc that can handle a lot of modelling/rendering.

I'm working in Blender 3D right now and I'm planning to go with Autodesk Maya at some point. I would like to do 3d animations not just images so I would need quite a lot of power.

I have found this refurbished configuration that comes for £1099:

Is it worth buying this one as the processors are V1 or should I go for a newer processor even if it's not a Xeon?

Can this configuration can be updated in the future or I will need a different setup? Is it worth to invest in a refurbished workstation?

And finally - should I go for an i7 instead of a Xeon processor? I don't have too much knowledge since I've used a mac lately which it's not up for the task anymore.

My budget is around £1300 so I can't go for a very expensive workstation unfortunately.

Ideally, Thread-ripper is better bang for the money than Intel X299. However, your budget can not afford. Quadro is not worth the money and you don't need 64 gb ram for 3D. SSD is very slow too. I will get this:
