1700x and gtx 1080 huge fps issues

Hello guys so i just installed the new Ryzen 1700x and a new motherboard and a cpu fan header for the new cpu. I came from a i7-5820k which for whatever reason was getting maxed out when i tried streaming so i decided to shell out and buy the new ryzen because i heard they are monsters at streaming and gaming at the sametime. I tried streaming today with the 1700x tom clancy rainbow six siege and my cpu usage shot up to 100% usage and it made the game drop major fps. This is the first time this ever happen since i installed the cpu.. but the other times obs studio would just cut my fps in half but my cpu usage was at 60% and lower. I will be posting logs of obs studio maybe i have a setting wrong some place? but i'm trying to stream at 720p 60fps on x264 encoder on faster preset which according to the internet is highly able too do.
 
Solution
As I said, when streaming or encoding, all threads and cores of the CPU are used, unless set otherwise in options. Maybe someone here has a better insight as on how to squeeze the best juice out of your situation.

That processor is a monster for multitasking. It should never give issues with streaming, more so considering x264 in faster preset is doable by much less powerful units. Please post your OBS settings.

*One quick test that can be tried is to assign the encoder 8 threads, and leave the other 8 free for Windows and the game.

Going from 120 fps to 60 or 70 is not unusual, take in consideration all the cores of the CPU start processing heavy number crunching to encode frames on the fly. Still, I do not see it a great issue, but that is just my opinion. 60 fps is fluid gameplay.

Hey Panda! The problem isn't just dropping to 60, while streaming I can barely get to 60fps also for whatever reason now mostly every game makes the cpu usage hit 100% while playing and streaming. I am unsure what I did or why Im getting really bad performance out my 1700x but it's really sad.
