GPU and CPU usage while playing Rust are both at 30% and I get really bad frames, and it gets worse as i play longer

I recently got a new gaming laptop for Christmas and my attempts to run Rust on it have been quite disappointing. It's an Omen X laptop with 32 gb DDR4, an NVIDIA gtx 1070, an Intel i7 7th gen 7700 2.8 gHz, 1Tb hardrive and a 256 gb SSD. Rust starts out at about 40 frames per second whether i'm at max settings or at the worst resolution and graphic settings. I looked at the GPU and CPU usage and they were both running at 30% and were both around 57 C when I began. I've tested this multiple times and after about 30 minutes it drops to 20fps and after another half hour the game is unplayable. I will even lower some settings when it gets bad and it is still running below 30fps. I am not very smart when it comes to computers so I haven't tried any solutions and I don't know how to trouble shoot it myself. Other games like Fortnite run at max settings and I get close to 100fps on average.
